REQUEST FOR RELEASE OF FUNDS
To all interested agencies, groups and persons:
On or about January 16, 2026, the Town of Webster will submit a request to the Massachusetts Executive Office of Housing and Livable Communities (EOHLC) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake a project known as: FY 2025 Webster Mini-Entitlement Grant – Aldrich Street Reconstruction Phase 1:
Aldrich Street Reconstruction
Webster proposes to use the funds from its prospective FY 2025 Mini-Entitlement Plan grant for a single public improvements project: the first of a two-phase reconstruction of Aldrich Street. The Phase 1 project will entail the full-depth reconstruction of Aldrich Street, construction of sidewalks on one side, installation of granite curbing on both sides, and selective replacement of obsolete water services. Phase 2, planned for construction in 2027 via FY 2026 CDBG grant funds, will be of similar scope, but will also include the replacement of approximately 560 linear feet of water main. The total length of the street is approximately 1,630 feet; Phase 1 will reconstruct approximate 1,070 linear feet of the total. Each phase can stand alone; Phase 1 is not dependent on completing Phase 2. Construction of Phase 1 is expected to occur in 2026.

The Town of Webster has determined that the activity is a categorically excluded activity under HD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements.
The Environmental Review Record that documents the environmental determination for this project is on file at the offices of the grantee, Town of Webster, Town Administrator’s Office,
350 Main Street, Webster, Massachusetts 01570 and is available for public examination and copying upon request at this office or the Office of Community Development (same address) in Webster during regular business hours which are Monday 8:00 a.m. to 7:00 p.m., Tuesday and Thursday 8:00 a.m. to 4:00 p.m., and Wednesday and Friday 8:00 a.m. to 12:00 Noon.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Richard LaFond, Environmental Certifying Officer, Town of Webster. All comments received by January 16, 2026, will be considered by the Town of Webster prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
The Town of Webster will undertake the project described above with Block Grant Funds from EOHLC under Title I of the Housing and Community Development Act of 1974. The Town of Webster certifies to EOHLC that the Town of Webster and Richard LaFond, in his official capacity as Environmental Certifying Officer for the Town of Webster, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to the environmental review process, decision making and action; and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities and allows the Town of Webster to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
EOHLC will accept objections to its release of funds and the Town of Webster’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) The certification was not executed by the Certifying Officer of the Town of Webster; (b) The Town of Webster has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) The grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State; (d) Another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
The only bases upon which EOHLC will disapprove the RROF and certification are set forth above. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76), and shall be addressed to the EOHLC, Division of Community Services, 100 Cambridge Street, Suite 300, Boston, MA 02114. Objections to the release of funds on bases other than those stated above will not be considered by EOHLC. Potential objectors should contact EOHLC to verify the actual last day of the objection period. No objections received after fifteen days from receipt of the community’s Request for Release of Funds and Certification will be considered by EOHLC.

2025 Sewer Website Announcements
Sewer Collections System Rehabilitation Phase 3-Construction will start on or about early-August 2025 and we anticipate work to be completed by Feb. 2026. Work throughout the collections system will be completed by Insituform Technologies, LLC, Charlton MA and it includes videoing/cleaning sewer mains and approximately 7,150 linear feet of 8-inch through 18-inch Cured-In-Place-Pipe (CIPP) lining and the sealing of approximately 175 service laterals to prevent rain water infiltration and sealing 470 vertical feet of sewer manholes. DOG LICENSE REMINDER
The 2025-2026 Dog Licenses are available in the Town Clerk’s Office. Dog owners are asked to bring in a copy of their dog’s current rabies certificate. The cost of a dog license for 2025-2026 is $15.00 for spayed and neutered dogs and $20.00 otherwise. A $25.00 late fee will be added beginning August 4, 2025.
Dog licenses may also be ordered through the mail or online. Please send us a copy of your dog’s current rabies certificate along with a check made payable to the Town of Webster. 2025 Water Website Announcements
PFAS Construction Bigelow & Memorial Beach-In July 2021, concentrations of PFAS above the Massachusetts Maximum Contaminant Level were detected at the Bigelow Road site. PFAS concentrations exceeding the Massachusetts Action Level (and approaching the MCL) were also detected at the Memorial Beach site. Therefore, construction of two new water treatment plants: one at the Bigelow site and one at the Memorial Beach site. The Bigelow Road WTP will be an 8,800 square foot masonry building. The building will house four 12-ft PFAS filter vessels, three 10-ft iron/manganese filter vessels, and chemical feed equipment. The Memorial Beach PFAS WTP will be a 3,200 square foot masonry building. The building will house four 12-ft PFAS filter vessels. The work will be completed by Methuen Construction, Plaistow, NH. Construction started in July 2024 and anticipate final completion for Bigelow Road WTP in June of 2026 and Memorial Beach WTP in November 2026. Please note: these are estimated time lines and are subject to change due to long lead times on material and equipment.
Water Meter Replacement & Advanced Meter Infrastructure Project-Construction started in June 2024 and is expected to take 18 months to complete. As of July 2025, we have successfully replaced 80% of the system. The project includes the installation of advanced metering infrastructure (AMI) and replacement of all water meters (approximately 5,400). The AMI system includes installation of gateways or collectors that transmit real-time data from the meters to the water utility. This will assist the water utility to detect leaks and system issues faster. In addition to AMI, customers will be able to monitor their own water usage data through a customer web portal. The work will be completed by East National Water, Palmer, MA. North Main Street/Upland Ave Water Main Replacement Project-Milling and paving will start on or about the 3rd week of July 2025. We expect final completion of the project in August 2025. In 2024, we successfully completed replacement of 4,000 linear feet of 12-inch, 10-inch, and 8-inch cast iron water main along North Main Street from the intersections of East Main Street to Bigelow Road with new 12-inch and 8-inch ductile iron pipe. Also, 350 linear feet of 8-inch cast iron water main along Upland Avenue from the intersections of North Main to 350 feet down Upland Avenue with new 8-inch ductile iron pipe. The project was completed by Gravity Construction Inc., Plainville, MA.
Route-16 Water Main Replacement Project- Construction for water main replacement on Route 16 (East Main Street and Gore Road) from near the Price Chopper Plaza to near MAPFRE Insurance and a few hundred feet on Sutton Road will take place summer of 2025. The design and construction of this work is a non-participatory portion of the MassDOT Route 16 highway improvements project titled “Webster Intersection Improvements at I-395 Ramps (Exit 3) at Route 16”. The existing 20-inch diameter cast iron water main is approaching the end of its useful life and is proposed to be replaced in advance of the highway improvements with approximately 2,000 linear feet of 16-inch diameter ductile iron water main, connecting at the easterly project limits to the 16-inch water main replaced in 2015. An additional 300 linear feet of 10-inch water main will be replaced with 12-inch ductile iron water main on Sutton Road. The project includes a crossing of the culvert to be replaced with the highway improvements. The “estimated” project schedule is as follows:

Mount Zion & Lakeside Cemetery Bushes/Shrubs/Tree Removal
The Town of Webster is asking citizens to help preserve and respect the memorial space so it is visibly pleasant.
Starting in July 2025 until completed the Town of Webster Cemetery Department will be conducting the removal of all overgrown bushes/shrubs/trees larger than the monument and or growing onto other lots.
The town cemetery staff will remove bushes/shrubs/trees in an effort to secure, safeguard, dignify, and preserve aesthetics of the memorial gravesite.
Planting of bushes/shrubs/trees are no longer acceptable
The Town of Webster will be conducting a cleanup program twice a year in April & October. This will include items not in compliance with our rules & regulations.

Energy and Environmental Affairs (EEA) Secretary Rebecca Tepper declared the Southeast Region has worsened to a Level-2 Significant Drought, and the Millers River Basin has improved. All other regions remain unchanged.
During January, Massachusetts received a significant amount of snow and a total of 2 to 3.5 inches of precipitation. In spite of this, precipitation deficits since 2024 remain. Additionally, record cold temperatures and frozen ground have prevented snowmelt from occurring and soaking into the soil, limiting groundwater recharge and discharge to streams.
