The Town of Webster Board of Selectmen have announced that a vacant seat exists on the Webster Housing Authority Board of Commissioners. This five-member Board has four seats filled via Town election and one seat is filled by the Governor. They meet the fourth Monday of the month at 5:30 PM at their offices at 10 Golden Heights, Webster, MA. This vacancy will be filled by a joint appointment by the Board of Selectmen and the Housing Authority, at a meeting on Monday, 11/13/17, at 6:00 PM. If selected, additional on-line training will be required within the first three months of appointment.

The deadline for submission of your application materials is Friday, 10/27/17 at noon.

• Approving bylaws, resolutions, policies and procedures;
• Evaluating and hiring a qualified Executive Director;
• Establishing and adopting PHA policies such as: Personnel, Grievance, Procurement;
• Disposition, admissions, continued occupancy, section 8 administration plans, leases, rent collection, etc.;
• Reviewing and monitoring budgets and other financial documents to insure expenditures are in compliance with federal and local laws and other requirements;
• Approving policies and procedures for internal and external monitoring controls;
• Approving policies and procedures to detect and prevent fraud, waste, mismanagement and abuse;
• Insuring that the PHA is acting legally and with integrity in its daily operations;
• Observing the chain of command and act collectively to avoid situations where commissioners appear to be managers instead of policy makers;
• Prevent conflicts of interest as defined in state law and funding documents; and
• Avoid the appearance of conflicts of interest.




The five (5) member Town of Webster Open Space Committee's mission is to preserve, maintain and enhance the quality of life for the citizens of Webster by developing, maintaining and working with Town Administration to acquire, and advocate for, the protection of open space and recreation facilities. They will identify and focus on parcels that are of special conservation interest and prioritize other locations relative to focus areas, value, acreage, and threat of development. The Committee identifies and recommends open space and recreation acquisitions and identifies other creative strategies, including identifying funding sources for land protection, to preserve open space and develop passive and active recreational opportunities for the Town. The Committee will work in accordance with local bylaws and policies.

Town of Webster Conservation Commission

Conservation commissions were established in 1957 under Massachusetts General Law which gave cities and towns the authority to promote, develop, and protect natural resources, including wetlands. An integral part of the Town of Webster's Department of Planning, the Conservation Commission administers and enforces state laws and town bylaws affecting wetland resources.

The Board of Selectmen is seeking one (1) Webster resident to be appointed as a member of the Conservation Commission. Responsibilities include attending bi-weekly meetings, communication with the Department of Planning and bi-weekly site visits are required. Knowledge of the Massachusetts Wetlands Protection Act is a plus.

Town of Webster Zoning Board of Appeals

The Board of Selectmen is seeking one (1) Webster resident to be appointed as an Associate Member of the Zoning Board of Appeals (ZBA). The ZBA is a quasi-judicial body that operates under the authority of Chapter 40A of the General Laws of the Commonwealth of Massachusetts for the purpose of promoting health, safety, convenience, and general welfare of the Town of Webster. The ZBA has the power to hear appeals and to hear requests for special permits and variances.
