This webpage has been developed to provide Board and Committee members (both appointed and elected) with useful documents relating to the new members, current members, Open Meeting Law, Conflict of Interest Law, and more. The information provided below applies primarily to volunteer committees and boards whose members are appointed by the Board of Selectmen. People seeking elected office must follow a separate process. However, the Resources tab provides links to information and requirements for all elected and appointed officials.
Any registered voter residing full-time in the Town of Webster may apply to be appointed or reappointed to a board or committee when the position is not determined by an election.

vacancies
Vacancies are created when a member of a volunteer board or committee chooses not to seek reappointment, if they resign mid-term or if they are removed from service by the Board of Selectmen. Every year the Board of Selectmen reviews the list of committee / board members whose terms are due to expire. These members can seek reappointment if they choose. However, reappointment is not automatic and anyone who wishes to be considered for a position on a board or committee when a member's term is due to expire should submit their name for consideration.
The Town maintains a list of current vacancies. In addition, you can see a full list of the Town's Committee / Boards in the Agenda Center. Many Boards & Committees have a webpage that lists members and their length of appointment. If you can't find any information about current members and their length of term on a specific board or committee, please contact the Town Administrator.

HOW TO APPLY
Any registered voter residing full-time in the Town of Webster may apply to be appointed to a committee. You can apply in two ways:
- On-Line: fill out the Volunteer Appointment /
Reappointment form.
- By Mail: submit correspondence outlining qualifications and background to the Board of Selectmen, 350 Main Street, Webster, MA 01570.

before your first meeting
All appointed and elected officials must do the following:
- Be sworn into office by the Town Clerk within 10 days of appointment.
- Read the Town Committee Handbook and submit a signed Statement of Commitment form to the Board of Selectmen office at Town Hall.
- Complete the Massachusetts Conflict of Interest On-Line Training and submit the Certificate of Completion to the Board of Selectmen office at Town Hall.
- Read the Massachusetts Conflict of Interest Law Summary and submit a signed Acknowledgment of Receipt to the Board of Selectmen office at Town Hall.
- Submit a signed Acknowledgment of Receipt to the Board of Selectmen office at Town Hall for the Open Meeting Law Guide and Educational Materials produced by the Attorney General's office.

Page 5 of The Town of Webster Committee Handbook outlines all annual and biannual requirements for all appointed and elected officials as follows:
- Annual - Massachusetts Conflict of Interest Summary; elected and appointed officials must review this document every year and submit a signed Acknowledgement of Receipt to the Board of Selectmen office at Town Hall.
- Biannual - Massachusetts Conflict of Interest On Line Training; elected and appointed officials must complete this training every other year and submit a copy of the Certificate of Completion to the Board of Selectmen office at Town Hall. This Certificate is issued at the end of the training.

ANNUAL reorganizing and reporting
- Reorganizing: All committees and boards shall annually elect a Chair, Vice Chair and a Secretary or Clerk. Page 12 of the Town of Webster Committee Handbook states that committees should elect officers at the first meeting held after the reappointments each year, which typically occurs at the first meeting in August.
- Committee / Board / Commission Organization Form: To keep track of vacancies and members, an Annual Organization Form must be submitted to the Board of Selectmen office at Town Hall. This form should be submitted shortly after reorganization.
- Annual Report: Page 12 of the Webster Committee Handbook requires the Chairman to file an annual report with the Town Clerk listing the committee’s composition and accomplishments of the past year. This information will be published in the Annual Town Report.
reappointment process
Page 11 of The Town of Webster Committee Handbook outlines the process for reappointment. There is no Charter provision or Board of Selectman policy that sets limits on the number of terms a member may serve on a committee. A committee member is under no obligation to accept reappointment, nor is the Board of Selectmen obligated to offer reappointment.
Reappointment to an additional term on a committee is based on an evaluation of the committee member’s contribution to the committee, the number of applicants seeking appointment, and the discretion of the Board of Selectmen.
Incumbent members of committees, who seek appointment to a different committee, shall also apply through the Town for a scheduled interview with the Board of Selectmen.

Code of Conduct / Town Committee Handbook Acknowledgment of Receipt | All newly appointed and elected officials are required to read the Town of Webster Committee Handbook and then submit a signed Acknowledgement of Receipt and Statement of Commitment to the Code of Conduct.
